Hide Index.aspx?

Can I "hide" the file index.aspx in any way? I don’t want my users to be able to register accounts on their own.

I suppose you mean /BuddyTracker/Index.aspx ?
You can remove the registration section of the BuddyTracker/Index.aspx page.

Remove this section or add comment tags around it.
