GPSGate, Windows 10 and Proprietary Public Safety Software

i have GPS Gate version 2.6 installed on a Dell Rugged Tablet 7212 series running Win 10 ver 1809. I have a utility called "GPSInfo" which is correctly getting lat and long info via an external UG-353 GPS device and is located on com port 11 at 4800 baud in device manager.
GPSGate also displays correctly (green) and I have as output two virtual coms (3 and 5) listed. Once I close out of GPSGate and restart the GPS/Franson Service the following occurs:

When I open the proprietary Public Safety Software which has an indicator light for the GPS (green for ok, red for no data coming in) it is invariably red. This software has an ini file which points to one of the virtual com ports (in this case 3 normally)
The proprietary software company is not helping! :roll:
