Check if lat/lon has changed in event rule

Hi, i want to know is there a way to check if the latitude and longitude has changed or not in the map view and then return true or false just by adding a script expression in the event rules.

The problem which i am facing is for small movements of the vehicle between the two stop. For example if the vehicle stops in a place (SPEED=0) and keeps the engine running for 10 min ,,,, then moves for a short distance like 50 meters and stops there (SPEED = 0 again) for more than 5 minutes then there is a big possibility that the tracker has not sent any update during the movement as it was a very short movement. This means that the Event won’t see the movement and will consider the vehicle stopped as the SPEED is STILL zero. One way to resolve this issue is to check if vehicle position(lat/lon) has changed or not and based on that condition fire an event.

NOTE: I am new to GpsGate tracking platform and i know JavaScript.
