Problem with TFW TIF calibatration

I can open a geo tif and manually calibrate a panama image no problems. When I use the associated world file I can't get it calibate correctly. The image datum is WGS84 but GPS Tools Studio 2.3.1597 wants to assign a country and use UTM zones. GPS Tools sees the tfw file and asks if I want to use it but Panama is not listed. The TIF is of Panama which is in UTM zones 17N and 18N. I have tried to use Costa Rica 17N but it does not calibrate correctly. The TIF and worldfile is exported from Global Mapper.
Is there a way to just select WGS84?

I have hundreds of images I need to calibrate for GpsGate Server and doing them manually will take forever.
