Hardware Recommendation - Hardwire GSM

Thus far we have researched Enfora GSM vehicle tracking unit who provide support in the United States. The device can be connected to a PC and configured prior to deployment.

If there is a product worth considering that is a better option?

We are using it for a small business fleet of truck, commercial deployment is not likey but it's possible we may at some point offer it to other local businesses.

It is often more efficient to do management over SMS. GpsGate Server support SMS management for devices like Sanav, Holux, IntelliTrac, StarsNav, GlobalSat.

Here is a list of supported devices, and it also says what they support.

All trackers support PC based management, but that is an approach that only works if you have a handful of trackers to handle.
