Event Rules and Email Notifications

Hi, I have tried my best, looked at the forum suggestions done research and I'm still struggling to get my events and email notifications working. Now when I try save an event rule it gives me an error saying that the tag has no users.... I'm really at the point where I'm not sure what i've done wrong. Any assistance would be very much appreciated.

I have attached some images to show what i'm doing and what its showing me.

When it says save anyway at the end of setting up the event rule, it doesn't actually save, it just pops up the message repeatedly.
