GpsGate 2.6 works 100% ok on Windows 7 x64 if you follow instructions to install driver. Can only suggest you double check instructions followed correctly.

Sounds like a configuration issue. Firstly your Garmin USB GPS will have created a COM port on your PC. From your description it sounds like COM4. You need to run GpsGate normally to configure it. Make sure "Share settings for all user accounts" is ticked (Advanced menu). Then exit & start GpsGate as service. It will then re-start automatically on boot.

Whether you have a green icon or not, the data you captured shows completely null GPS NMEA data sentences. GGA, GLL & RMC sentences should all contain lat/long position, yours don't. Although assisted GPS implementation varies from one device to another, generally it uses data from cell phone towers...

What happens to Maxsea if you remove filter on COM4? If Maxsea just ignores AIS data (as it should having second dedicated AIS input) then your reverse feed to autopilot should work. Yes works fine on both. For 64 bit version you have to follow instructions as for Vista. Trying opening as Administrator and have UAC turned off (Control Panel/User Accounts/Change User Account Control Settings then move slider to Never Notify).
