Look at the samples provided with BlueTools v1.1.
Object Push and Obex FTP Client is two ways of sending files to your cell phone via Bluetooth.

Can I see some code of what you are trying to do? The reason the message goes away on the phone is likely that the Obex component closes the stream and thus the Bluetooth connection is aborted. Is the actual timeout working or do you get some other error after 30 seconds? Is this when you are debugging or when running from outside of Visual Studio? In Visual Studio 2003 exception throwing is exceptionally (no pun intended :D) slow but it won't be when you run the program as a regular Windo...

* Look at the samples provided; either ObjectPush or ObexFTP Client. Those samples demonstrate how to transfer files via Bluetooth.
The samples are available in both VB.NET and C#.NET.

The Obex FTP Client sample shows how to connect to devices through ConnectDevice and you can easily modify the code to push files with ObjectPush instead of using the Obex FTP component.

If you set the timeout to 5000 it should indeed abort after 5 seconds. It is a matter of what exactly you are trying to do though, and also what is actually at fault. What protocol are you using to transfer the files? The most common file transfer protocol for Bluetooth is Obex.
