open map files

hi,

i want to know, can open all kind of map files example

1.PostGIS / PostgreSQL Database
2.MapInfo Files (TAB/MID/MIF)
3.Oracle Spatial Database
4.Web Feature Service
5.Geography Markup Language (GML)
6.Virtual Spatial Data (ODBC/OVF)
7.TIGER Files
8.ESRI Binary Coverages (ADF)
9.ESRI ArcSDE (SDE)
10.Microstation Design Files (DGN)
11.IHO S-57 Files
12.Spatial Data Transfer Standard (SDTS)
13.National Transfer Format (NTF)
14.MySQL MyGIS Format

if posible please give me example code(C#) to operate these files. Thank you

To my knowledge, GPSTools will only open Shapefiles or Fransons MapLib format.

Can any one Please tell the idea or tool to convert from .DGN and .DXF file to .MapLib file format.
